In 1978, Jimmy Carter signed the Outer Continental Shelf Lands Act Amendments of 1978 into law. The amendments were designed to help move our domestic energy production forward with environmental safeguards in place and to assure that Outer Continental Shelf energy resources contributed more to our domestic energy supplies. We're still waiting for that to happen.Why?Drilling on the Outer Continental Shelf has been banned since 1981 when Congress passed a Department of Interior spending bill that included a moratorium on department funds being used to lease acreage in the banned areas (which include our east and west coasts as well as a great portion of the coast along the Gulf of Mexico). |
